Honestly I think this is useless.

1. Going by fur is unfair-- it means your chances of being a mayor depends, in a way, on the money you pay Atelier 801. It also doesn't represent the population well, as it is saying that people who pay for furs have more "say" in the community; there could be one group with a hundred thousand players and another with only a hundred, yet both groups have the same power for electing president. Each group's vote, no matter how big or small, counts as one vote. Since there are less people with expensive furs, the group with a hundred players in this representation would be the group that gave Atelier 801 more money.

2. Buggy. Fyi I don't have the grey fur.

3. What does the president do? Are the mayors only representatives, and that's all? Please don't call this politics if all of this leads to nothing. If the presidents has the power to actually be a staff member of sorts where game-rules and other moderation-related things have to go through him to be passed AND the president is the one who announces it to his community through forums, it makes sense, but so far, it seems the president is nothing but a name to look at.

4. There are more useful things (in my opinion) you could be working on, like a menu for titles, the highly requested log for tribe videos (to catch crime-doers who change the video in the middle of somebody else's), skipping to different parts of a video, and other ignored suggestions.
