Well, I think it is a problem to be unaware of the rules, but the root of the problem that you haven't tried to know them.
Admins are going to be in an endless circle forever trying to lock such topics or moderate posts; because every while new visitors come to the forums and they aren't aware of the rules, it's like when you want to get rid of a tree, just search for the root!
I think that a recurrent message with a bold font should be shown to them telling something about the rules and STRESSING the necessity of being aware of them.
