If their compatibility rating is over 90% it's impossible.
If they have a low compatibility rating (under 70%) then ignore them if they want to go abroad with them or propose to them.

How can I send explorers to other towns? There is a place to open for doing that.

Once you have a married couple that have had a baby, wait for the baby to grow up and when it's grown up, you can choose to have it venture out to other islands via streetpass or stay on the island.

In the place i live there are nobody that has nintendo 3ds. Soo this means I will not unlock it?

I suggest if you go and visit somewhere, put your DS on sleep mode and leave it on while you're visiting, it doesn't waste the battery but it collects other people who have their DS's on them and possibly Tomodatchi too. That's how I did it.
