And if he thought you were Chara, why did he try to kill you? On top of that, wouldn't he try and ask how you came back?

If you play the genocide route, you find out that
Flowey didn't kill people initially. When he first came to life, he stayed with Asgore, and then Toriel, but because he had no soul (literally) he wasn't able to feel very much emotion. Thanks to the power of determination, which he gained because of Alphys experiments on him, he had the same powers as you and was able to save/reset at will. At first, he used these powers to help everyone but eventually got bored because everyone became predictable and he didn't feel much emotion towards them. So he started to kill everyone not because his adopted sibling died but because he lost the majority of his emotions when he became a flower and wanted some entertainment. (Much like why players may decide to embark on a genocide after completing a true pacifist, they're bored and want to see what dialogue/fights they get on a genocide run.)

He only thinks the player is Chara on a genocide run and doesn't realise this until you have killed everyone in the Ruins. When you first meet Flowey, it's before you have the chance to kill anyone, so it's not surprising he doesn't think you're Chara. (Why would he anyway? Other children came down before you and weren't Chara. Why would you be?)

I don't like Asriel either (but I like Flowey, I know they're meant to be the same, but their characters and appearances are so different I feel justified in liking one but not the other) though I don't think those questions you asked are plotholes.

In a well sorta lame website called scratch, you can also make an sprite .v.

We can't be expected to help all the time but there's the Q&A thread you can ask about what can help as other artists could perhaps answer.

Or, what you could do is get some grid paper (the school grid papers typically used for maths) and draw each pixel in one-by-one using coloured pencils or markers.
There's papers with large squares and smaller squares depending on how large you want the sprite to be. This way you can at least draft your idea for your sprite.

How do I use Flowey's time machine to reset to the beginning of the game? I'm at the end of the world scene, with howling wind. My brother used his Steam on my computer so his data mixed with mine. I want to at least be on a clean slate.

so you want to restart the game on a clean slate (delete the save file)?

go into your appdata and delete everything in the undertale folder

go into your appdata and delete everything in the undertale folder

note that Appdata is a hidden folder so they'll only be able to access it by pasting its location into the address bar as I said or opening up windows explorer, pressing alt, and then going to tools > folder options > view > "Show hidden files, folders and drives"
alternatively they can go to the start menu, type 'Run' into the search box, open up the Run program and then enter "%Appdata%" (without quotations) and click 'OK'

also that won't actually work on the Steam version unless they disable Cloud synchronization... as I also said before and explained how to do in the spoilers

yup, doing that and deleting system_information_962 and system_information_963 will erase the game's memory of you doing the genocide route
