Arn't you able to tell if someone is truely online or not by /profile'ing them?

Sure, but people don't think to /profile, they think to /c Cfmbot helperlist.

The Subleader is one step below the full Leader. While Leader has the final say so, and the control of the bot; the sub and the leader work together on compromises, discussing punishments, whether new Helpers should be hired or not, and et cetera.
