no the image size is fine
if you used a different layer for the background and still have a version saved with the different layers, you can just delete the background layer and upload it again.

Certain programs have magic wand tools.
Or if you still have the original file with intact layers, I'd go and remove the background layer.

Meli recently addressed this on her tumblr saying, "Sorry for the delay, I’ll see if we can speed up the rest of the badges." so hopefully soon-ish!
