The source Shamousey is stating is the same I'm stating. Meli was asked during a live stream about whether TFM had an age limit or not (minimum or maximum), to which she stated there was not one.
The thirteen and up is what you are confusing as the minimum age to sign up, not what it's targeted to. The game is targeted to all ages.

A target age range does not automatically presume that the moderators must be in that very same age range. In order to be a moderator on Transformice you have to be no younger than eighteen years. There was a time a few years back when that rule did not exist when being considered for the position of a moderator, but I believe abuse of the position led to the implementation.

While there is no age demographic (and never has been since I joined), it is recommended to be at least thirteen or older due to the tendency of vulgarity in chat and other content considered too inappropriate for younger audiences on here. Also, people aged thirteen or in their teens are still considered kids. It is concerning to read what ages people deem "mature" on Transformice.

From observation playing since 2010, as time went by and the administrators continued to cater to the pleas of the younger audience in terms of appearance and censorship, younger and younger users were attracted and joined the game. Therefore, I noticed a takeover of a younger audience now than I did in prior years playing TFM. It was and still is scary to see people on here telling me they are aged seven on here.
