I can see how this could be good, I remember a game that had something similar to this too (but people could visit them I think maybe not add that part haha).

I don't really know about this one. I think that the amount of people playing would heavily go down as people don't want to spend hours and hours endlessly in the same room, tediously checking every 8 minutes, moving around for a bit, then go afk for another 8 minutes, all over some 2D online mouse game. Though you could say "Oh that will surely that will wipe out the rude people." But you see people can get silenced and banned for dumb reasons. One time I got silenced for a hour for "promoting suicide" as I said for everyone to /mort because of the top left corner glitch. If this were to some how make it into the game I think they should add a court room were you talk to the mod, so you can prove your innocence and avoid getting sent to the prison. But even then that would be impossible as only 2-3 mods are active that much.

All of your points are true, and I would most certainly want to have a better community this way. One of the only problems I find with this is that there's no stopping them from going AFK anyway, and being offline vs being AFK is not really much of a difference aside from the fact that you still have Transformice running in the background.
Plus, even if THAT happens, there's still a chance that you might literally be kicked from Transformice again for being AFK. Even though banned people did what they did to get a long lasting punishment and barrier from continuing their abusive/rulebreaking activity, it's still kind of tough to have to deal with the fact that they get kicked offline every ~30-60 minutes and they would have to relog to continue their punishment.
Additionally, there are more serious offences that can still get you banned (and the other way around!), for an example hacking into other peoples' accounts. I usually find these people to evade bans by logging onto an alt (or just make a new account every time they get banned) and they would still go off scotfree. And lastly... I don't know, but to me, it feels kind of extra.

I do applaud the well-thought out and organization of this idea, though.
