here to report that I too am having the same issue TT - wishing it would get fixed, I miss being able to use the feature (especially when some people are able to use it!?)

My old profile picture was deleted and when I go to change my profile picture nothing happens.

Update: typing /avatar in game on the steam client with a 100x100 pixel .png selected (size: 20.5KB) worked.

And to clarify, changing it through atelier801.com did not work (name > my profile > gear > change avatar), but /avatar in-game on Windows did.
