Adding on my disagreement with IP blacklists earlier.

It is a known fact that IP bans or blacklists can easily be avoided since restarting the router one has will cause a new IP adress to be distributed to oneself thus making the whole function useless.
Also because of this, people who have absolutly nothing to do with the IP-blacklisted person may not be able to join the tribe because of this.

Additionally I believe the amount of people who will seriously go through the whole procedure of making a new account just to annoy a tribe are so dedicated that they will even take it so far as to use the workaround I explained and thus the whole implementation of an IP-Blacklist will not bring a lot of benefits.

However a blacklist will be effective for people who are not too dedicated toward really annoying a tribe continuusly and thus I believe it is absolutly sufficient to merely implement a blacklist based on user-accounts.

Edit: also you spelled incorrect wrong in the OP and since it's highlighted it is quite annoying.

I have to half support, I do like this but the black-list..... for one, proxies. Proxies can cover up IP Adresses or even make a new one, makes it simple for one person to get into another account and troll. And I think every one on TFM has atleast 2accs incase one gets hacked/gets in trouble. So in all actuallity you could just put a list of "Do not recruits" :L but even then, black list seems almost unneccisary.
