what program ye usin'?

Winged I know I'm really late but here's how I would do it:

Put the cannon image in the program. (Use the one in the OP, of course.)

On a new layer (or how many layers you need to use), do your design.

And then do a layer on top of all of that, paste a second image of the cannon on top of the first, and then alter the opacity of the layer. (Double-click it to see layer options)

Not exactly a program, its an app called SketchBookExpress :/

If there's any other programs I could use that can do it please tell meh o3o
