Atelier 801 have not stated a clear date or a rough date, normally its under testing by the admins for bugs and improvements. I guess it'll come out roughly next week.

"Soon" is all I can say, there's no specific date like Inhuman said

A black list is a list of users who are not allowed to post in that specific thread.
A white list is a list of users who are preferred posters by the thread owner.
