What are the requirements to post on the cafe? I want to know this because whenever I go on an alt and I go on the cafe I can never post when I want to.

In order to be able to post on the café you have to play at least 2 hours on that account, and your IP has to be located within the community's allowed region/s.

How do i contact moderators through pm/whisper? And where can i go on Atelier 801 to find a list of the moderators?

Moderators are here to moderate the game, only. They don't really have to help you, and one reason they may not answer you is because they are busy. Keep in mind that moderators get a lot of whispers by a lot of players. If you want to report someone, you can simply report them by using the report command. (/report <username>), or click on their names and click on 'Report' and fill what's needed, and they will handle the situation from there if someone's breaking the rules. Now, if you need help with anything related/concerning the game, you can either ask the Helpers, they're the ones that can help you with anything related to the game, you can also post on this thread if you want. You can know the helpers online in your community by whispering Micetigri, /w Micetigri helpers <communityname> (make sure you you type everything correctly) , everything is explained in the linked thread. =D Hope that explains it all for you.
