There's no official announcement that was made about it. Yes, Transformice servers are now located in both Paris and Canada with more locations to come. Like I said no actual announcement was made about it, but here's where Tig mentioned it.

not sure but i guess when the shaman use the revive skill the mice will be revived in the place that the shaman used the skill.
