Nope, as long as you don't use them for ban / mute evading, you're free to use alt accounts.

It's just players from big communities (for example, BR and some other communities) aren't allowed to speak in EN2.

It's not for security reasons, but archived threads are just no longer relevant but people could still find useful. There's thousands of old discussions and threads, guides, news updates, suggestions, etc. there that people may still link to in existing threads or people simply want to be able to access for nostalgia or whatever other reasons.
