Well you can't use a username that is already been used, So when you change your username no one can use it, Same goes to the old accounts you can't use their nicknames

You can change the username Via forums and in-game

You can type in the nickname more than 20 characters "Including "_" "
I don't know if people can use the "+" since it is for the Extinction players only.
