No. Your old usernames don't become available if you change, they're still linked to your account.

I'd really like for old old usernames, from accounts that haven't logged in since like 2010 to become available, I mean, they're just sitting there, no items or anything, with a great username that could actually be in use by an active player.

Sorry the auto correct got me there, i usually write in english using a mobile keyboard in italian when i use the smatphone and i haven't checked it this time for any error because I was in a hurry.
The original sentence was

Also that "bit" doesn't have that much sense tho.

Taking from a context of a chat I've had a month or two ago, I was told that the name change feature and the unlocking of the old usernames will not necessarily come at the same time. Meaning that it might take a few months before old nicknames are released after the username change feature goes online.

Also to add to people's curiosity, you will be able to use the old and new usernames to log in into Tfm, as well as someone has mentioned, whisper someone using their old names :)
