I'd say the Map Crew looks for a well written application which follows each criterion, decent map reviews and, of course, honesty.

From what I know, Map Crew members vote if they want to vote, they aren't forced or anything. Also, if you have Map Crew members as friend, they can't vote on your application to avoid favoritism.
