If you can't trust someone to know or care about your tribe's recruiting requirements, why would you give them recruitment permissions?

A tribe leader is usually capable of recruiting the rare 'exceptions,' so we don't really need a permission for it since they're rare.
If the exceptions aren't rare then they aren't really exceptions.. so why have the requirements when nobody meets them?
