It makes your grounds such as Ice/wood/water etc look basic and plain so that it can reduce your lag/ping I'd show you a picture but can't find one atm

Automatic optimisations removes anti-alias on dynamic objects (boards/balls)
It will also send you to minimalist mode of your computer and/or internet is too slow as Steph said above.
