Players given the recruit permission should be informed of the requirements or they cannot be expected to recruit within your tribe's requirements. Those that do not know or care about them probably aren't the people you would want to be giving recruitment permissions. Having exceptions to the requirements seems to defeat the purpose of the requirements or at least downgrade them to a suggestion if they can be ignored and bypassed.
