Is there a chance it will ever come back, and if it will would it take a very long time? Is there a way to request for a certain collector item to come back? There's no way to request for specific item. It's specific event accessory so you'll need to wait for next year event (if it will be the same).
I'm sorry to hear that you didn't get inspector gadget.
Maybe you will see better collector items this year!

have you tried to download standalone version tfm? If in any case you cant' or whatever reason you can also try to download these standalones ex. Imouse 6 or Baffler (which i'm playing on myself) https://www.area801.com/p/clients-e-standalones.html. Otherwise you can play on browser but it might be a little laggier.
Also your account doesn't have to be made in 2016, it doesn't matter when you made it, you can buy fraises whenever.

No. It doesn't matter the version, as long as you have sufficient time.
