The official submission threads are only for players to submit their maps, and mapcrew members to reply with their review. If you want to do your own reviews, you can open your own thread in the Map Editor section. (You may want to check with a sentinel first, but I've seen other similar "unofficial review" threads so I imagine it's fine.)

How often is the music thread checked and reviewed by a mapcrew in the map submission thread? I see other categories being checked and given comments more often.

Looks like it hasn't been done since I did it last month. Music doesn't get that many submissions, there are only 61 maps waiting to be checked right now, and I usually see 200-250 maps submitted to racing in half that time. If nobody else does, I'll probably review it again within a week or two.

Do vote crew have the ability to bring maps up for discussion or do they just vote on maps?

They can put any map they see fit up for discussion.
