This is a wonderful suggestion.. Why I has it been more than a year and it's still not implemented?
I agree that the tribe system really needs to be improved so we can give better punishments, and muting someone from the tribe chat is something I think is essential, especially if you have rules against certain things being discussed.
Tho I don't especially think three is that useful (it's a little bit like constantly editing the tribe message many times except it's fewer lines)

In a tribe of 700 hundred people, this all would be really useful. Constantly, things happen that NEED this.
(Someone inviting someone that was on the blacklist (which currently just means 'please don't invite these people')or something really important that needs to be read by everyone is on the forums, and people need a nudge to help them go there. And lastly, blacklisted people. At any time, if someone wanted, they could be invited back. This ruins the purpose of a blacklist, if they're able to rejoin at any time.)
