Well... Not exactly.

For starters, some avatars require editing if the user requests it. They may not be able to edit themselves, which leads to my next point.

Not all people who request avatars know what an image editing program is, nor do some wish to install any.

And like Loppybunnie said, it only takes a few minutes, and I find making them rather fun.
