M40 is no exception about one-hit kills (and I was only thinking about that weapon) , for spam I'm talking about spamming a weapon like the M60 towards the enemy from above, the damage you can inflict over time can change the outcome of a firefight, just slowly and you are still able to lure some fire while doing so.
It's not too clear... If the damage falloff goes below the normal amount, it's okay but otherwise it's still bonus damage if there is one because normal damage only on the head, not sure that's good for real. Adding a mechanic to reward skill, not needed you just increase the gap between players while risking something you don't know if it's good behind but we can try, you never know.
That would make choke points even more unstable in Domination maybe giving the defending side the advantage, if the damage/HP thing make time to kill slightly faster, for now if you have one UMP with a sniper and a simple gunner behind, the first of the attacking side is very likely to get first striked and annihilated by those three guns shooting together before they start engaging. That's how I can see the changes helping the defending side but it's possible nothing move.
Holding choke points is effective if you can hold more enemy players than you have involved on your side, first strike is usually given to the defending party, ready to hold with conj and gunners. A bomber using C4 and Shelter is able to greatly help his team at breaking the defense, if you take the possible fact the damage/HP change can help at holding a choke point more than it's helping at breaking through, it's 50/50.
Adding a despawning timer to conj help everyone so it's not needed, like the choke point business it's possible the change make things unstable, as I said glitchers with SPAS aren't that terrible; sliding and shooting, turtling, camping, superior force, glitching are all counters, sure it can help the first one.
I got at least a win or two that way, 1v2 SPAS (or one and an automatic) , last member of my team, no one is badly hurt and battlefield filled with conj.
I won because of dat conj changing the way thr enemy was approaching and further helping at shootng/crouching by not getting flanked. Whops, the chances at winning a such situation are even more impossible, good or bad it's only point of view but I like this.
EDIT : about shield, that one should have the best buff with the decreased time to kill.
Defense not great, please make simple defense wonderful.
