RO as a staffed community handles their mod applications locally instead of using this international form.

As for GR, there's no official info, but I assume that if there is a reasonable level of activity in the server, applications can be opened for it.

can moderators use hacks or do they get special tools to detect hacking?

for example, around 2 years ago i used to use a hacked client and it allowed me to for example decrease the interface opacity
hackers can hide behind that interface and not die
