That map code has been submitted three times in March, first time for P8(and reply given to it doesn't really fit the actual map) and two times for P10, so I guess he just keeps editing his maps.

I just checked all our last logs, all maps on shortlist haven't been submitted before(except if they're recycled maps). So the possible explanations would be a mod/mapcrew played it and liked it, they submitted it to p1, or the mapcrew who checked the categories p1'd it to test it in public or something like that.
