It's all made by a random number generator. I hate these cospiracy theories saying it's made so new players have more luck. That would be way harder to code and make, and I doubt it would be worth the time or rewarding for Atelier801 in any kind of way.
You're just unlucky, there's a lot of players on TFM, and it's quite logical that the newbies will be bigger in numbers than the old, 'veteran' players.

(Also, it's more likely for older players not to gamble and just save the candies, while news just randomly spin. I don't know anyone from my old friends who isn't saving candies x) )

I believe it is because many ppl make fake accounts or alts to try to win the jackpot. Also, there are considerably more new people than "pros" on tfm. At least, I think.

My guess is that there are more new accounts online than old accounts playing on Transformice every day. If there are more new accounts, the new accounts are more likely to win the jackpot than the old accounts. I don't think that the jackpot system is rigged for new players. That would be a pointless thing to code.

I've seen quite a few older players get the jackpot actually but more newer players get it because generally there are more newer players than older players playing the game. It isn't designed to only give the jackpot to the newer players or then what is the whole point of this jackpot thing?
