No. Please don't use multiple accounts to submit maps as it can result in a permablacklist for both ones.

would that be the same for two account submitting maps for both their own maps even though they have the same IP or just account A submits A's maps and account B also submitts A's maps

Considering two people can play from the same house, two different people shouldn't have a problem submitting their own maps. I know I'm not map crew, but that's only logical.
