As it turns out, this is intended behavior. The Steam prices were recently changed (it was a bit cheaper for Europeans previously). The reasons behind this are tax related.

It's meant to stay. With new taxes regulations, we have to pay VAT directly to the European country the player comes from, so we've adjusted the prices accordingly.

Different rates apply to mobile payments, as Allopass handles the taxes repayment for us, and take their share.

I'd talked to a mod earlier yesterday and was told to get 30hours of playtime atleast to allow me to buy fraises using steam currency.
I've gotten the 30hours of playtime under steam but it still doesn't allow me to buy fraises. Gives the "You must spend more time on the game in order to be able to make a purchase." message.

Kaekat's correct in that the precise requirement is kept secret, even from mods. It's a security measure that's specific to Steam purchases; there are no such requirements on other payment methods.

I've already replied to you in PM, but to clarify a few things: the /time command is not very useful in this case as it measures all play time on your account. For the Steam requirement only time played through Steam on your account since the implementation of the requirement is included. Obviously this is much more selective.

It's an elusive problem. I've been seeing a few reports about this every now and then. The admins have been informed about it. I don't have any real solution yet but so far the problem seems to fix itself after reloading.
